Q - What is the Gas Service Line Protection Plan?

A - Emergency repair service for any leaks or repairs on the customer service line. ________________________________________________________________________________________

Q - What is my service line?

A - It is the section of pipe that runs from your home to the gas company’s connection.  
This portion of the pipe is the customer’s responsibility.

Q - How will I know if I have a leak?

A - You may smell gas in or around your home.

Q - What would cause these pipes to leak?

A - Normal wear and tear on the pipes and fitting. The soils shift due to changes in the weather, and this causes friction against the pipe. For example, if the service line is installed near a rock, friction from scraping against the rock may eventually cause a leak. Also, certain soil conditions may cause the fittings to corrode and thus cause a leak.  Adverse weather conditions and drastic changes in temperature can create havoc with gas mains and cause main breaks.

Q - What if my gas service line is broken and it isn’t because of normal wear and tear?

A - The plan does not cover pre-existing damages, new service installations, relocation or alteration of existing gas service lines, repairs and/or replacement parts damaged directly or indirectly as a result of you or any other party working or excavating on your property or in the vicinity of the gas service line or its associated parts.  The plan does not cover damages caused by natural disasters, which may include but are not limited to hurricanes, storms, flooding, landslides, and civil disobedience, riot or war.  It does not cover pipes and appurtenances installed less than 36” under cover or not enclosed in a heated facility.

Q - Who is eligible?

A - If you can answer yes to all these questions…
 Is it a residential property?
 Do you have an individual gas service?
 Do you own the property?
 Do you have a written legal responsibility and authority to provide maintenance for the gas service line to a residential dwelling?
 Do you own the property traversed by the gas service line or can you show proof of a valid easement that permits access for the repair and /or replacement of the gas service line if it crosses any intervening property?

Q - Why aren’t all multi-unit dwellings covered?

A - The gas service lines for some multi-unit buildings are usually shared by more than one unit, therefore legal ownership of the service line would be hard to determine. These types of units are not eligible for this Plan.

Q - How does this program work?

A - Anytime you have a gas leak outside of your house, you should call PA Utility Line Protection Company.  Our inspector will come out and assess the situation and determine who is responsible for fixing the leak.  If the leak is on your customer service line, PA Utility Line Protection Company will take if from there.  We will schedule a contractor to diagnose the problem and make the repair. PA Utility Line Protection Company will pay for covered repairs (up to $3,000/year).  All repairs to your customer-owned gas line will comply with local code requirements.

Q - Why is PA Utility Line Protection Company offering this program?

A - Our qualified group of inspectors and contractors have noticed a growing number of homeowners reporting leaks and ending up being responsible for the portion of pipe that needs to be replaced or repaired.  Most homeowners are unaware which portion of the gas service line is their responsibility, and are often shocked and surprised to find out that they have to pay.  Besides the inconvenience of locating a qualified contractor and scheduling an appointment, homeowners are often unprepared for the contractor’s bill – often $1,500 to $2,000. For only $36/year, this program provides our customer with protection against the unexpected cost, and allows PA Utility Line Protection Company to carry the load of getting the service repaired within five working days.

Q - Isn’t this type of repair covered by my home owner’s insurance?

A - Check with your policy, but in most cases homeowner insurance only covers repairs due to accidents, such as a contractor hitting your main as part of your house construction project.  Most policies do not cover normal wear and tear.  And even if they did, most policies have high deductibles.

Q - My house is new, why would I need this?

A - Because not all leaks are due to old mains.  Many of the leaks are caused by the pipe rubbing against a rough surface, such as rock, under the ground.

Q - What does this Plan cost?

A - There is a $36 annual fee. Less then 10 cents a day!  There is a 30-day waiting period from the time an initial application is processed until repairs are eligible under the program.

Q - What types of payment do you accept?

A - We accept major credit cards (MasterCard and Visa).

Q - Can I have this charge added onto my gas bill?

A - Not at this time.

Q - How soon does the plan take effect?

A - The plan become effective 30 days after enrollment.  PA Utility Line Protection Company reserves the right to make an on-site inspection of your service line and associated parts to ensure they are in proper operating condition before accepting any responsibility under the Plan.

Q - What is the length of time of the protection?

A - One year from the effective date. (The effective date is 30 days after we receive your payment.)

Q - How does the program get renewed?

A - You will receive a renewal notice 30 days before your plan expires.

Q - Is there a maximum coverage?

A - There is no deductible, but the maximum amount we will pay for any covered repairs is $3,000 per year.

Q - If a permit is required, who will obtain the permit?

A - PA Utility Line Protection Company is responsible for obtaining any necessary permitting before work will commence.  In addition, all such materials and/or parts, and all work performed, will comply with all relevant and applicable laws, regulations, codes and standards.

Q - What type of restoration is included?

A - The plan includes basic restoration only to the excavation area. The contractor will fill up the excavation and tamp the fill to minimize settling. When a hard surface is removed, the contractor will restore the area with 8 inches of crusher run.
Note: PA Utility Line Protection Company is not responsible for any other type of restoration due to the unique requirements of each residence’s landscaping. This includes sidewalks, patios, trees, bushes, grass seed, etc.

Q - What portion of the service line does it cover inside my house?

A - The protection program does not cover leak repairs to any interior pipes beyond the shortest of the distance to either the first shut-off valve inside your home or beyond two feet inside the interior wall where the supply enters your home.

Q - What happens if I sign up for the Plan, PA Utility Line Protection Company accepts my money, and it turns out my property was not eligible?

A - When you sign up, you will receive a confirmation letter within 2 weeks with a copy of the terms and conditions.  If, after reading the terms and conditions, you find that you are not eligible, you can request a refund in writing to PA Utility Line Protection Company, Attention:  Gas Line Protection Plan,
3948 Monroeville Blvd, Suite 3, Monroeville, PA  15146.  You must include documentation proving why your property is not eligible for the plan to receive a refund.

Q - What happens if the cost to repair goes over $3,000?

A - The maximum amount for any covered repair under the program is $3,000. It is your responsibility to pay any additional costs that exceed $3,000 in advance of the repairs being made.

Q - Can the plan be canceled?

A - You can cancel at any time, but no refund will be given after the first 30 days.
The plan, however, can be transferred to the next property owner.

Q - Is this plan transferable?

A - The plan is transferable only to a subsequent property owner. They must notify PA Utility Line Protection Company of the change in ownership within 30 days from the date of sale.

Q - What is the length of the warranty period?

A - All repair work completed under this plan is guaranteed for a period of 90 days for failures or defects in material or workmanship.
